I enclose copies (1) of a telegram from Rogers
in Shanghai to the Bank of England which was sent to the
Foreign Office and to me on Sunday morning together with
a copy of a letter from Pratt, (2) further telegrams
exchanged between the Bank of England and Rogers and the
draft answer which the Bank of England would now like to
send to Rogers if you and the Foreign Office, whom I am
consulting, both agree.
I think the enclosures are self-explanatory
but if not please ask me for any further information
that you want. Will you let me know as soon as possible
whether you do agree that the Bank may send their draft
answer?
